## Garage Conversion Garden Suites in Toronto, Explained

A garage conversion turns an existing detached garage into a backyard home: a garden suite, an additional residential unit (ARU) or, on a lane lot, a laneway suite. It is common in Riverdale, Leslieville, the Danforth and East York, where Victorian and Edwardian lots often have an old garage at the back. Converting can save money because the footprint, and sometimes the walls and slab, already exist.

### What does a garage conversion suite cost in Toronto?

Expect $120,000 to $220,000. A studio conversion of a sound garage, keeping the slab and walls, runs about $120,000 to $155,000. A full conversion with a new roof structure, vaulted ceiling and upgraded windows runs $150,000 to $190,000. When the structure is poor, a rebuild in the same footprint runs $180,000 to $220,000. The swing factors in Toronto are slab condition, roof height, fire separation near lot lines and the length of the water and sewer trench back to the main house.

### What rules apply to garage conversions under By-law 574-2022?

A converted garage becomes a dwelling unit, so it must meet the garden suite rules in By-law 574-2022 and Zoning By-law 569-2013 Chapter 150.7 (or Chapter 150.8 for lane-facing garages), plus OBC Part 9. Key points: maximum size, separation from the main house, fire access from the street within 45 m along a 1 m path, egress windows, insulation and ventilation. Many old garages sit closer to lot lines than today’s setbacks; that legal non-conforming status may carry over if the structure is kept, which is a big reason to convert rather than rebuild.

### Who converts garages into suites in Toronto?

General renovators can do the carpentry, but a conversion is a change of use that needs zoning, structural and fire design. We are a Toronto-only design-build firm led by Dmitri Varga, P.Eng since 2003 and BCIN Part 9. Our engineer assesses the structure, our expeditor handles the permit, and our crew builds it under one fixed price.

## What a Garage Conversion Includes

![Engineer measuring the slab thickness and footing of an old detached garage in a Toronto backyard](/images/content/engineer-measuring-the-slab-and-footing-of-an-old-.webp)

### 1\. Structural and zoning assessment

We check the slab (thickness, cracks, frost protection), footings, wall framing, roof and height, plus setbacks and the zoning status of the existing building. This is part of our

garden suite site evaluation

[/garden-suite-feasibility/ →](/garden-suite-feasibility/)

.

### 2\. Convert vs rebuild comparison

A written side-by-side: what each option costs, how much floor area each gives and how the permit path differs.

### 3\. Change of use design and permit

Drawings for the new suite, energy compliance, fire separation details and the Toronto Building permit filed by our expeditor.

### 4\. Conversion construction

Repairs or underpinning, new insulation (spray foam or exterior), air sealing, fire-rated walls where limiting distance requires, new windows and doors, heat pump, HRV, kitchen and bath.

### 5\. Services and handover

Water, sewer and power trenched from the house, a 100-amp sub-panel, final inspections and a written warranty.

## Convert or Rebuild? How We Decide

| Condition | Convert | Rebuild in footprint |
| --- | --- | --- |
| Slab | Sound, can take insulation above | Thin, cracked or no frost protection |
| Height | Room for a 2.4 m ceiling or vault | Too low for a habitable room |
| Walls | Straight, dry, sound framing | Rot, masonry cracks, out of plumb |
| Footprint | Big enough for your layout | Too small, larger suite allowed |
| Setbacks | Legal non-conforming worth keeping | Current rules give more room |
| Typical price | $120K - $190K | $180K - $220K |

## What Code Issues Come Up in Garage Conversions?

**Fire separation and limiting distance.** Garages often sit within a metre or two of a side or rear lot line. Under OBC Part 9, walls that close may need a fire-resistance rating and limited window area. That decides where light comes in.

**Insulation over an old slab.** Garage slabs are rarely insulated. We add rigid insulation and a new floor above the slab, or pour a new insulated slab when the old one is failing.

**Ventilation and moisture.** A sealed suite needs fresh air. An HRV keeps air quality good and stops condensation in winter.

**Egress.** Bedrooms need an egress window or door, and the suite needs a safe exit path.

> **A Riverdale example**
>
> A 38 sqm Victorian-lot garage kept its slab and legal footprint, got new walls, a vaulted roof and full insulation, and became a bright studio suite for $168,000. The owners kept clean permit paperwork for resale.

## Is a Garage Conversion Right for You?

It is a strong choice when the garage is in a good spot, the structure is sound and you want the lowest-cost permitted suite. If you want more than about 40 sqm or a step-free family suite, a

detached garden suite

[/detached-garden-suites/ →](/detached-garden-suites/)

may serve you better. If the garage faces a public lane, compare it with a

Why Garden Suite Toronto

## Why Choose Us for Garage Conversions?

### Engineer's assessment

A P.Eng checks the slab and footings, so you do not build a suite on a garage floor that will crack.

### Honest convert vs rebuild

Sometimes a rebuild gives 10 more square metres for a small premium. We show both numbers.

### Keep your footprint

Where the garage has legal non-conforming setbacks, we work to keep that footprint instead of losing space.

### Fire separation done right

Garages near lot lines often need fire-rated walls and limited openings. We design that in from day one.

### Warm, quiet suites

Spray foam or exterior insulation, an airtight layer and an HRV turn a cold garage into a four-season home.

### Fixed price

One contract with 5 staged draws and no change orders without your written approval.

## What Clients Say About Our Garage Conversions Work

Feedback from homeowners we have designed, permitted and built for across Toronto. Project prices are the fixed contract amounts.

Rachel D. • Little Portugal

$184,000 prefab-hybrid rental

> “The crane set the suite in one morning. Permit, foundation and finishing all ran to their schedule, and it rented the first week.”

Helen and Bao N. • Bloor West Village

$312,000 custom suite with loft

> “Our lot backs toward the Humber and we assumed TRCA would kill the idea. Dmitri's team mapped the regulated area, moved the footprint three metres and kept the loft. TRCA signed off and the permit came through in 13 weeks. The suite now rents to a nurse at St. Joe's and covers most of our line of credit.”

Leila K. • Yonge-Eglinton

$298,000 detached home office suite

> “Our design needed a small height variance. I was dreading the Committee of Adjustment, but the expeditor prepared the application, briefed our neighbours and handled the hearing. It added about two months, exactly as the feasibility report warned. Meanwhile the team finished design and lined up Toronto Hydro so nothing else slipped. The office is quiet, warm in February and permitted down to the last outlet. No change orders, no excuses.”

Common Questions

## Garage Conversions FAQs: Toronto Homeowner Questions

Straight answers on cost, timelines, by-laws and permits for Toronto lots.

### Can I convert my detached garage into a garden suite in Toronto?

Often, yes. A garage conversion is treated as a garden suite (or a laneway suite if the garage faces a public lane), so it must meet By-law 574-2022 or Chapter 150.8, plus Ontario Building Code Part 9 for a dwelling unit. That means a change of use building permit, insulation and ventilation for year-round living, fire separation where the wall is close to a lot line, egress windows, a 45 m fire access path from the street and connections to water, sewer and power. Many older garages sit closer to lot lines than current rules allow; that legal non-conforming status can sometimes be kept if the structure stays, but not always if it is rebuilt. Our assessment checks the structure and the zoning status before you spend on drawings.

### How much does a garage conversion suite cost?

Most garage conversions we do run $120,000 to $220,000. A studio conversion of a sound garage sits near the low end. A full conversion with a new roof and vaulted ceiling runs $150,000 to $190,000. A rebuild in the same footprint runs $180,000 to $220,000.

### Is it cheaper to convert or to rebuild?

Converting is cheaper when the slab, footings and walls are sound and the garage is big enough. When the slab is thin or cracked, the roof is too low or the footprint is tiny, rebuilding often gives more space for a modest premium. We put both options in writing.

### Can I keep my garage's existing setbacks?

If the garage has legal non-conforming status and the structure stays, some setbacks can be kept. A full demolition may lose that status. We review this with our zoning expeditor before design.

### Is a garage slab good enough for a suite?

Sometimes. Garage slabs are often thin, uninsulated and lack frost protection. Our engineer checks thickness, cracks and footings, and we may add insulation above the slab, underpin footings or pour a new slab.

### What is limiting distance?

It is the distance from a wall to the lot line. Close walls may need a fire-resistance rating and fewer windows under OBC Part 9. Many old garages sit close to the line, so this decides where windows can go.

### How long does a garage conversion take?

About 3 to 5 months from design agreement to occupancy, including a 12 to 14 week permit average and 8 to 12 weeks of construction.

### Do I lose my parking?

Usually, yes, unless the lot has room for a parking pad elsewhere. Toronto no longer requires parking for additional residential units in most cases.

### Can a converted garage be rented?

Yes. Long-term tenancies fall under the Residential Tenancies Act; stays under 28 days need an STR By-law 547-2017 licence.

### Does the suite need its own hydro service?

Usually a 100-amp sub-panel fed from the main house is enough, but older 60-amp services need a Toronto Hydro upgrade. We check capacity in the assessment.

### Still have a question about your lot?

Send us the address and lot width. We will tell you what applies before you pay for anything.
